Talk: Mitigating internet trollstorms

Would a section on how to approach official-types be useful? How does one even approach law enforcement or other officials to help? Who should one call? What should one prepare/say to get a positive response from officials? I am second-guessing this recommendation, as I am concerned that providing such a section implies people should take those steps, which is something I would not want to do.
