Women can't be sexist is a fallacy and an excuse for sexist incidents that relies on the thought that a member of an oppressed group cannot be part of the oppression structure. This ignores the fact that like other types of oppression, sexism can be internalised, and that internalised sexism can affect both the individual and the women around them.
